The Short Answer
Two places near the Boerne line, governed completely differently.
Drive I-10 west from Leon Springs and you pass the turn for Balcones Creek before the Ralph Fair Road interchange, then continue up the corridor into Fair Oaks Ranch. The two areas sit close together on the map and share the same corridor daily life, but they are fundamentally different places to own a home. Balcones Creek is a gated subdivision governed by its HOA in unincorporated Bexar County, outside both San Antonio and Boerne city limits. Fair Oaks Ranch is a small incorporated city with its own municipal government, zoning, and services, whose limits reach across Bexar, Kendall, and Comal counties.
That one difference, incorporated city versus unincorporated community, explains most of what separates them: how homes are governed, how services are delivered, how taxes are structured, and even how new construction reaches the market. Everything else, the Boerne addresses, the Boerne ISD assignment for most homes, the corridor access, is shared or close to it.
Government and Services
An HOA community versus a city with its own services.
Inside Balcones Creek, the gate, the pool, the clubhouse, and the common areas are run through the community's HOA, and property is governed through Bexar County and the state. There is no city government in the picture, which is why the community's address, Boerne, 78006, tells you nothing about how it is actually governed. The Boerne Address vs. City of Boerne guide covers that distinction in full.
Fair Oaks Ranch incorporated in 1988 and operates as a municipality: city council, city codes and zoning, and city services for the homes inside its corporate limits. The city was built on the ranch of Ralph E. Fair Sr., and the Fair family's residential community became a city with its own government. Its limits cross three counties, so a single street can change counties, and the county of a specific home comes from its property records, never from its mailing label.
| Layer | Balcones Creek | Fair Oaks Ranch |
|---|---|---|
| Government | HOA in unincorporated Bexar County | Incorporated city, est. 1988 |
| County of record | Bexar County | Bexar, Kendall, or Comal, by property |
| Appraisal district | Bexar Central Appraisal District | Follows the county of record |
| City limits | Outside Boerne and San Antonio | Inside the City of Fair Oaks Ranch |
| School district | Boerne ISD, verified by address | Boerne ISD for most; Comal ISD in Comal |
| Housing pipeline | Fully built out, resale only | Established plus approved new projects |
Location
Neighbors on the map, different feet on the ground.
Balcones Creek sits off I-10 west of Leon Springs and Fair Oaks Ranch, at the cusp of the Hill Country. Behind its own gate, mornings are quiet, with limestone outcroppings, live oak shade, and the preserved Monken homestead, the stone home of a German settler family, standing inside the community. Fair Oaks Ranch fills the middle of the corridor, about 27 miles northwest of downtown San Antonio, north of I-10 between Leon Springs and Boerne, on both sides of Cibolo Creek.
Daily life in both places draws on the same corridor: Leon Springs dining and shopping to the southeast, downtown Boerne and the Hill Country Mile to the northwest, and La Cantera and The Rim down the interstate toward the city. Fair Oaks Ranch added its own anchor when the Fair Oaks H-E-B opened at I-10 and Fair Oaks Parkway in March 2024 as the first phase of Lemon Creek Ranch, a 118-acre mixed-use development with retail, restaurants, office space, and parks and trails planned around it.
County, Appraisal, Schools
The jurisdiction story is where the two diverge.
Every Balcones Creek home sits in Bexar County, appraised by the Bexar Central Appraisal District, and outside any city limits. Because Boerne ISD serves the community while the homes sit in Bexar County, the appraisal and the school tax records reference different districts, with Boerne ISD school taxes collected through the Kendall Appraisal District. It is the corridor's clearest example of why a Boerne address, a county of record, and a school district are three separate answers.
Fair Oaks Ranch is the opposite kind of lesson: one city whose limits cross Bexar, Kendall, and Comal counties. The appraisal district follows the county of record, so a property in the city may answer to the Bexar Central Appraisal District, the Kendall Appraisal District, or the Comal Appraisal District. Boerne ISD serves most of the city, the Comal County portion is served by Comal ISD, and attendance assignment always follows the specific property address. The Fair Oaks Ranch area page and the Bexar County vs. Kendall County guide explain where each boundary actually runs.
Good to know: school assignment in either place is verified by the property's address through the serving district, never by subdivision, ZIP code, or mailing city. See the school assignment verification guide for the steps.
Housing
Settled resale versus a city with building ahead.
Balcones Creek is fully built out, so homes reach the market through resale only. The community's four sections, The Gardens, The Preserves, The Estates, and The Enclave, were built by a mix of builders including Highland Homes, Perry Homes, Sitterle Homes, M/I Homes, and CalAtlantic Homes, with earlier Ryland phases, so styles and lot sizes vary street to street. Buyers there are comparing individual resale stories, each shaped by its section, builder, lot, and updates.
Fair Oaks Ranch holds both worlds: established neighborhoods such as Front Gate and Arbors at Fair Oaks inside the city limits, and new construction underway or in the pipeline, including Post Oak, a custom-home development now in early Phase 1 construction on roughly one-acre lots off Ammann Road. The spread of housing options is wider in and around the city, which makes new construction versus resale a genuine question there. The new construction vs. resale guide walks through that decision.
For sellers, the contrast matters in the other direction: a resale in a fully built-out community like Balcones Creek competes mostly with other resales, while a resale near active building competes with the sales office. The selling guide and the from new construction to resale study cover both situations.
Balcones Creek, in brief
- Gated community, one HOA, fully built out
- Bexar County, outside city limits, Boerne address 78006
- Resale homes across four sections and many builders
- Junior Olympic pool, clubhouse, splash pad, Monken homestead
Fair Oaks Ranch, in brief
- Incorporated city with its own services, zoning, and codes
- City limits crossing Bexar, Kendall, and Comal counties
- Two 18-hole golf courses, trails, and parks woven through
- Established neighborhoods plus approved new projects
Choosing
Which one fits the life you are building?
If you want a settled, gated community where the character is already set, with resale variety across sections and builders, Balcones Creek rewards a patient buyer who compares homes on their individual merits. If you want municipal services and governance, the energy of a city still approving new neighborhoods, or golf and trails administered as city amenities, Fair Oaks Ranch puts all of that inside one set of city limits. Neither answer is better in the abstract; they serve different ways of life.
What both demand is the same discipline: verify the county of record, the city-limits status, the appraisal district, and the school assignment for the specific address before you rely on any of them. The verify where a home is located guide is the step-by-step for that check, and it applies to every home in either place.
Balcones Creek vs. Fair Oaks Ranch, asked and answered
Is Fair Oaks Ranch a gated community like Balcones Creek?
No. Fair Oaks Ranch is an incorporated city, and gating varies by neighborhood inside it. Front Gate and Arbors at Fair Oaks sit within the city limits as gated communities, while the city itself provides municipal services, zoning, and codes. Balcones Creek is one gated HOA community in unincorporated Bexar County.
Are Balcones Creek and Fair Oaks Ranch in the same school district?
Most addresses in both places are served by Boerne ISD, with campus assignment verified by each property address. The Comal County portion of Fair Oaks Ranch is served by Comal ISD. School boundaries do not track city limits, ZIP codes, or county lines, so assignment is always confirmed for the specific address.
Which has a Boerne mailing address?
Both, commonly. Balcones Creek homes carry Boerne mailing addresses with the 78006 ZIP, while Fair Oaks Ranch addresses most often carry the 78015 or 78006 place names. A mailing address answers neither the county nor the city-limits question, so each property is verified on its own.
Where does new construction fit into the comparison?
Balcones Creek is fully built out, so its homes sell through resale only. Fair Oaks Ranch is a mix: established neighborhoods sit near active projects such as Post Oak, a custom-home development now in early Phase 1 construction on roughly one-acre lots off Ammann Road. Buyers weighing the two areas compare a settled resale market against a city with new building ahead.
